The Control Panel folder and the items it contains have perhaps undergone the most change with Mac OS 8.5. More of the control panels are applications, helping to create a more stable system. Any control panel that has little or no changes since Mac OS 8.1 does not have its own feature and, before you ask, the Users & Groups people don't have chicken pox, it's just the image.
