Pros: customizable tear-off menus
Cons: very limited appeal

Custom Menus gives you the option of taking a pull down menu and turning it into a window of clickable options. This option is called tear-off menus because you essentially tear them off from the menu bar, although you still access the menu from the menu bar. You can also build your custom tear off menus with whatever commands you wish.

Tear Off   It also allows you to create a key+click command that will bring up a pop-up menu, similar to the "Start" menu in Windows 95/8 where you can then access any file in your hard drive with just one click (and hold) via hiearchical menus Custom Menus also allows you to change the color of the backround, and text of the menu bar and menus.

For the experienced Mac user, having to use the mouse to access a menu (regardless of whether it's torn off or from the men bar) is not as quick and easy as an "open-apple" command, but the beginning user might find it simpler to have the menu options on screen, although most won't find a real advantage between using torn menus and pulling them down manually.   -JS
